About the Coastal Operations Team

Our Coastal Operations team deliver National Park and Crown Land Reserve management, public safety, grounds maintenance, facility management and minor capital works from Point Impossible in Torquay through to Peterborough. Our rangers ensure the safety and enjoyment of coastal users, creating world-leading visitor experience.

Purpose of the position

The Coastal Operations Coordinator - Projects and Programs is accountable for scheduling reactive and preventative maintenance, inspections and other safety and asset management activities in areas under the management of the Authority and managing the planning and delivery of Coastal Operations projects and programs.

This role involves the coordination of Coastal Operations teams, projects and programs in Torquay and Lorne, Apollo Bay and Port Campbell under the direction of the Coastal Operations Manager.

Primary Responsibilities
  • Rollout and operation of the work order system to schedule reactive and preventative maintenance, inspections and safety activities for the Coastal Operations Team including efficient works planning, coordination, implementation and monitoring of service delivery standards.
  • Development and review of works programs to improve productivity and efficiency of operations.
  • Resolve issues, identify and implement efficiency and safety improvements in line with safety procedures and environmental standards.
  • Monitor, supervise and liaise with foreshore contractors to ensure safety, quality, environmental and service delivery standards are met.
  • Plan and implement projects up to $50,000 for construction, maintenance, asset replacement, revegetation, landscaping and erosion management that manage risks to environment and cultural heritage.
  • Support team culture, recruitment, training, performance and development through team meetings, performance and development process, including rostering and leave management.
  • Represent GORCAPA at stakeholder meetings, act as a key contact for Traditional Owners, Government and Agency Stakeholders and be a representative on project control groups.
  • Preparation and review of written communications including, briefs, procedures, business cases, project and program plans, set asides, reports and grant applications.
  • Monitor the condition of both natural and built assets to ensure that maintenance, level of service, staff and public safety standards are adhered to.
  • Lead the planning and delivery of Coastal Operations programs including Accessible Beaches and public safety and environmental protection programs.
  • Develop and ensure completion of programs plans, risk assessments, communications products and staff reporting.

Qualifications and experience

  • Trade or diploma relevant to Foreshore Operations/Land Management
  • Minimum Five (5) years’ experience in trade, land management, facilities and grounds maintenance or another relevant field, ie Project Management in Construction.
  • Strong leadership experience including an ability to lead an efficient team, facilitate staff development and performance ensuring organisational standards are met.

Knowledge and Skills

  • Strong written and verbal communication and conflict resolution skills, including strong ability to communicate with people from a diverse range of backgrounds.
  • Thorough knowledge of WHS and risk management practices.
  • Ability to interpret, plan and deliver small projects through planning, budgeting, approvals, development of tender documentation and construction management.
  • Ability to innovate and problem solve with a strong focus on quality control to ensure a consistently high standard of works are performed by staff and contractors.
  • Demonstrated experience with MS office suite, safety software and work order systems.
  • Ability to attend and chair meetings and complete various reports, spreadsheets and plans.
