Kennett River Precinct Plan Approved

The Great Ocean Road Coast and Parks Authority (GORCAPA) has released the Final Precinct Plan for Kennett River, marking a key milestone for the project.
Following extensive community engagement, the Final Plan reflects feedback from residents, businesses, visitors, and tour operators, ensuring future upgrades enhance local amenity and the visitor experience, while prioritising environmental protection and public safety.
More than 95 survey responses were received on the Draft Precinct Plan, while 65 participants joined online information sessions, and targeted discussions were held with licensed tour operators.
As a result, several key changes have been incorporated into the Final Precinct Plan, including:
- reduction in motorcycle parking from 10 to 5 bays
- additional accessible parking on the service road near the river
- installation of bollards to improve pedestrian safety in front of Kafe Koala.
The final plan builds on strong support for proposed parking changes, removal of large coaches, enhanced bicycle parking, shared-use paths, and the creation of a community gathering place near Kafe Koala.
Sustainability remains a key focus, with new public toilets and an upgraded wastewater treatment plant, water-sensitive urban design landscaping, rainwater harvesting, and greywater reuse included in the broader vision.
Some elements—such as the location of the long vehicle park and traffic flow direction— remain unchanged based on expert technical advice.
Eastern Maar Aboriginal Corporation continues as a valued project partner, actively shaping the landscape design with a strong interest in contributing to implementation through artwork and plantings.
GORCAPA extends its sincere thanks to the Community Reference Group members for their contributions throughout the planning phase. Their thoughtful representation and local knowledge have been instrumental in shaping a plan that balances community needs, environmental values, and improves the visitor experience.
