About the Great Ocean Road Coast and Parks Authority
The Great Ocean Road Coast and Parks Authority (GORCAPA) is the dedicated Victorian Government entity entrusted with the care, protection and sustainable management of one of Australia’s most breathtaking and culturally significant coastal regions. Established under the Great Ocean Road and Environs Protection Act 2020, the Authority was created to address the complex and fragmented management of the coastline and ensure the long-term conservation of this iconic landscape.
By November 2025, GORCAPA will be responsible for managing more than 170,000 hectares of coastal reserves, National Parks, Marine Sanctuaries and foreshores stretching along 355 kilometres of stunning coastline. This includes high-profile sites such as the Twelve Apostles Visitor Experience Precinct and Cape Otway Lightstation, as well as local ports, community reserves and critical marine environments.

About the Coastal Operations Team
The Coastal Operations team deliver maintenance, environmental, facility and capital work to ensure the safety and enjoyment of coastal users. They manage critical coastal and visitor infrastructure from Point Impossible to Peterborough.
The team build, maintain and upgrade facilities including toilet amenities, beach access points, car parks and boat ramps, complete grounds maintenance, lead beach clean ups, asset maintenance and waste management.
Purpose of the position
The Foreshore Ranger (Summer Casual) is responsible for completing day-to-day works, operations and other activities on parks and reserves under the responsibility of GORCAPA, as part of a small team.
- Facilities, equipment and grounds maintenance
- Cleaning/general upkeep of responsible land/assets
- Operation of mowing equipment and general landscaping tools
- Undertaking construction, revegetation, and other landscaping projects
- Litter and waste management activities.
- Participation in team meetings, risk identification and mitigation activities.
Primary responsibilities
Key responsibilities of this position include but are not limited to:
- Litter collection, emptying of bins, refilling dog bag dispensers.
- General site maintenance and cleaning including graffiti removal, and cleaning of public toilets.
- Grounds keeping including mowing, grass cutting, trimming and pruning works.
- Minor carpentry, painting, concreting, repairs and maintenance of foreshore facilities and infrastructure.
- Track and path maintenance.
- Cleaning and presentation for amenities, piers and boat ramp facilities.
- Assist with events including site set up and pack up.
- Liaise with the community, visitors and contractors delivering foreshore services.
- Participation in team meetings, risk identification and mitigation and other public safety measures.
- Adhere to all Authority policies and procedures.
- Represent the Authority in a professional and courteous manner.
Qualifications and experience:
- Demonstrated experience in trade, land management, facilities and grounds maintenance or other relevant work
- First Aid Certificate
Knowledge and Skills:
- Ability to work effectively as part of a small team.
- Knowledge of OHS processes and procedures relevant to grounds maintenance/foreshore operations
- Proactive approach to problem-solving.
- Experience in safe manual handling techniques and safe use of chemicals.
- Good communication skills, including an ability to communicate with people from a broad range of backgrounds
