About the Great Ocean Road Coast and Parks Authority

The Great Ocean Road Coast and Parks Authority is the dedicated Victorian Government entity entrusted with the care, protection and sustainable management of one of Australia’s most breathtaking and culturally significant coastal regions. Established under the Great Ocean Road and Environs Protection Act 2020, the Authority was created to address the complex and fragmented management of the coastline and ensure the long-term conservation of this iconic landscape.

GORCAPA is responsible for managing more than 170,000 hectares of coastal reserves, National Parks, Marine Sanctuaries and foreshores stretching along 355 kilometres of stunning coastline. This includes high-profile sites such as the Twelve Apostles Visitor Experience Precinct and Cape Otway Lightstation, as well as local ports, community reserves and critical marine environments.

About the Coastal Operations Team

The Coastal Operations Team deliver maintenance, environmental, facility and capital works to ensure the safety and enjoyment of coastal users. The team manage critical coastal and visitor infrastructure from Point Impossible to Peterborough. They build, maintain and upgrade facilities including toilet amenities, beach access points, car parks and boat ramps, complete grounds maintenance, lead beach clean ups, facility maintenance and waste management.

Primary Responsibilities

The Foreshore Ranger is responsible for completing day-to-day works, operations and other activities on parks and reserves under the responsibility of GORCAPA, as part of a small team.

Key responsibilities of this position include but are not limited to:

  • General site maintenance including litter control and cleaning.
  • Park and garden maintenance including track and path works, mowing, grass cutting, trimming and pruning works.
  • Weed control, fencing, tree planting and minor landscaping.
  • Carpentry, painting, concreting, repairs and maintenance of facilities and infrastructure.
  • Maintenance and operation of plant and machinery.
  • Cleaning and presentation for amenities, piers and boat ramp facilities.
  • Assisting with the implementation of small projects and other works on the foreshore and caravan parks.
  • Assist with events including site set up and pack up, assist with provision of beach accessibility programs.
  • Liaise with the community, visitors and contractors delivering services in parks and reserves under Authority management including participation in an out of hours on call roster.
  • Participation in team meetings, risk identification and mitigation and other public safety measures.
  • Adhere to all Authority policies and procedures.
  • Represent the Authority in a professional and courteous manner.

Qualifications and experience:

  • Trade, certificate, or diploma relevant to foreshore operations (Trade qualification - Carpentry, landscaping and/or land management, Horticulture etc).
  • Demonstrated experience in trade, land management, facilities and grounds maintenance or other relevant work.
  • First Aid Certificate (desirable)
  • Manual Drivers Licence

Knowledge and skills:

  • Practical skills and experience relevant to foreshore operations
  • Good communication skills, including an ability to communicate with people from a broad range of backgrounds and use email and other mobile applications and devices
  • Ability to work effectively as part of a small team.

NB - This position will commence and complete shifts out of Anglesea, regularly travelling to Lorne and completing work duties along the Great Ocean Road in that section of coastline. Fleet vehicle available for use.

Special characteristics:

  • Weekend work will be required over a minimum six-week period at Christmas and the two-week period at Easter. Other out of hours and weekend work may be required throughout the year. Ability to take annual leave will be limited during the peak periods of December and January plus Easter.
  • Penalty rates may apply in line with the Enterprise Bargaining Agreement.
  • On Call duties on a rotating roster will be required throughout the year as per Authority procedures & EBA requirements.
